The separation of planning and building was frustrating for Stam. Moreover: there was lot of criticism from the Russians, who considered his rigid strip development inhuman. In 1932 Stam applied to be relocated to Makeyevka. The Dutch architect Johan Niegeman took over his work in Magnitogorsk. He brought more contrast to the design and he projected a centre.
